What is the NBN, actually?A plain-English guide

If you pay an internet bill in Australia, you're almost certainly paying for the NBN. But most of us signed up, picked a speed, and never got told how any of it works. That gap in understanding is exactly where confusing bills, misleading speed claims and quiet price rises live. Here's the whole thing, in plain English, with sources.
One network, wholesaled to everyone
The NBN isn't an internet provider. It's a single, government-owned wholesale network: the physical wires, towers and satellites. Retail providers (Telstra, Optus, TPG, Aussie Broadband and dozens more) rent access to that network and resell it to you. NBN Co, the company that runs it, doesn't sell to households at all.source
This is the single most useful fact about the NBN: because everyone is selling access to the same wires, the wires are not what you're choosing between. When you compare providers, you're comparing price, support and how much network capacity they buy, not the cable into your house. Switching providers doesn't mean digging up your garden.
How we got here: a short history
The NBN was announced in April 2009, and the first homes, in Tasmania, were connected in July 2010. After the 2013 election the plan changed from running fibre to nearly every home to a cheaper "multi-technology mix" that reused old copper phone lines and pay-TV cables for the last stretch. That decision is why your street might have a different (and slower) connection type than the next suburb.source
The initial build was declared complete in December 2020, with about 11.9 million premises able to connect.source Since then the story has been upgrades: a multi-billion-dollar program has been converting copper areas back to full fibre, with the last of the fibre-to-the-node areas funded for upgrade by 2030.source In March 2025, Parliament legislated that NBN Co must stay in public ownership.source
The most recent big change came on 14 September 2025, when NBN Co dramatically lifted several wholesale speed tiers on fibre and cable connections: the 100 Mbps "Home Fast" tier became 500 Mbps, "Home Superfast" went from 250 to 750, and uploads doubled on the top tier. If your plan got faster last spring without you doing anything, that's why. If it didn't, you're probably not on fibre or HFC. The uplift skipped fibre-to-the-node, curb and building connections.source
The connection types, honestly ranked
- FTTP (fibre to the premises): fibre all the way into your home. The fastest and most upgradeable. This is the end state.
- HFC: the old pay-TV coaxial cable, repurposed. Fast, and it got the 2025 speed uplift.
- FTTC (fibre to the curb): fibre to a pit outside, copper for the last few metres.
- FTTB (fibre to the building): fibre to your apartment block's basement, building wiring from there.
- FTTN (fibre to the node): fibre to a street cabinet, old copper phone line the rest of the way. Speeds drop the further you are from the cabinet. Being progressively upgraded to fibre through 2030.
- Fixed wireless and Sky Muster satellite: for regional and remote areas, delivered by radio tower or satellite instead of a physical line.
As of early 2026, fibre-to-the-premises is the single biggest connection type at around 3.2 million services, with FTTN (2.1m) and HFC (2.0m) next.source
Speed tiers, and the number that actually matters
Plans are sold on wholesale speed tiers: 12, 25, 50, 100, and since late 2025 the 500/750/1000/2000 range on fibre and cable. But the number worth reading is the typical evening speed: what the provider says you'll actually get between 7pm and 11pm, when everyone's streaming. The ACCC requires providers to advertise this rather than just the theoretical maximum.source
The good news: the gap between promise and delivery has mostly closed. The ACCC's final Measuring Broadband Australia report (June 2026) found fixed-line NBN services delivering 99.4% of plan speed in the busy evening period, and the share of chronically underperforming services fell from about 14% in 2018 to under 6%.source
Why your bill keeps creeping up
Here's the mechanism nobody explains on the bill. Since a regulatory reset in 2023, NBN Co adjusts its wholesale prices every 1 July, indexed to inflation.source In 2026 that meant wholesale rises of up to about $2.34 a month on popular tiers.source Most big providers passed on rises of $2 to $5.source
That's the wholesale story. The retail story is bigger: the ACCC found the median advertised price of a mid-range NBN plan rose 9% in a single year, from $85 to $93 a month, well ahead of inflation on some tiers.source Our own research across nine major providers' pricing records tells the same story: entry and mid-tier plans were mostly flat until around 2023, and have risen every year since. In fairness, several top-tier plans actually got cheaper over the same period. The squeeze is specifically on the plans most people are on.
The practical takeaway: a $2 to $4 rise each July feels too small to act on, and providers know it. Compounded over three years it's often $15 to $20 a month on the same speed tier.
Your rights (the boring documents that protect you)
- Every plan has a Critical Information Summary (CIS): a mandatory plain-language document, two pages or so, stating the real ongoing price, speeds and fees. Required by consumer-protection rules enforced by the ACMA since 2013. If a provider's website says one price and the CIS says another, something is wrong. This is exactly the kind of discrepancy Bill Owl checks.source
- Switching is easy by design. NBN-to-NBN transfers are handled between providers. You sign up with the new one first, and the switch typically means minutes of downtime, not days. Most challenger providers are month-to-month with no exit fees; some bigger-telco plans still carry modem repayment catches, so check before you leap.
- If a dispute goes nowhere, the Telecommunications Industry Ombudsman is free and independent: 1800 062 058. Complain to your provider first; the TIO is the escalation.source
Quick myth-busting
"A faster plan will fix my Wi-Fi." Often it won't. If your problem is the router's location or age, a faster tier delivers the same bad Wi-Fi at a higher price. The ACCC now specifically requires providers to disclose how in-home setup limits real speeds.source
"I have to use my provider's modem." Generally no. BYO is fine on most connection types, though FTTN/FTTB need a compatible VDSL modem, and provider-supplied units are sometimes locked or needed for features like 4G backup.source
"All providers are the same anyway." The wires are the same. The price for those wires, as our data shows, can differ by $20 or more a month for the same speed tier, and support quality differs more than that.
"Switching means days without internet." Same-network switches are usually seamless on fibre, cable and curb connections, and brief on the rest.
